Ironically trousers are better than shorts, as the shorts will rub against your skin more as they move in the wind or as you pedal. If you are cycling for a while (say more than an hour), exerting yourself (heart rate much above walking), and not taking many extended breaks, the tight outfit will not chafe your skin and help sweat evaporate to cool you. That's besides being more aerodynamic. In cold weather, I'll wear bike short as underwear beneath trousers to get the cushioning and the seams placed where they won't rub.
