Probably true.... but I think they are reacting to US big tech spending heavily to make sure no one can follow - which is classic business strategy in the US. Coke Cola spends heavily on marketing to keep its leading position - big tech spend heavily on AI to keep their leading positions.
Hit the nail on the head, current corporate strategy (at least in the USA) is more about denying the opposition a market (gaining market share through obstructionism) rather than improving a product.
